I was kidnapped in Mexico and could not send college application.?

i have a cousin who lives in San Diego and frequents mexico all the time...his family is very wealthy and he was kidnapped for 3 weeks by the Arellano Felix Cartel...luckily he was rescued but missed the University of California freshman application deadline, is there any way he could still do his application by contacting the UC admissions officers directly or something like this. His family doesn't want anyone, including school administrators to know about what happened to him and instead got a false doctor's note from a Mexican Official. Please, only serious answers.
